You can't cash out directly, but you can buy the 2500 bags of fish and vegetables that will give you around 1850 worth of coins when sold. So you can convert chips into coins at around 75% rate. This makes it a slightly convoluted process of conversion, as you’re essentially trading your chips for these in-game items which then yield you a fraction of coins in return. While it offers a method to get those coins, it lacks the thrill and immediacy that a straightforward cashout would provide. Imagine being able to just simply turn in your chips at the cashier and walk away with your winnings instead of having to go through the hassle of buying other items first. There’s a level of excitement and simplicity in a direct cash exchange that creates a more engaging gaming atmosphere.
The casino wasn't supposed to make holo coins out of it and the obvious 1k chips buy-in limit is pretty telling. If you were supposed to make money then there should have been no buy-in limit and I could dump hundreds of millions of coins into and potentially double or triple that. But alas I can't since the casino was rigged to win in your favor anyways so they balanced it around the notion that you cannot really take the chips out of the casino into the real game or with pretty nerfed rates as the previous commenter has stated. It also feels very weird not being able to dump all of my coins into the casino as how I imagined it to be, alas there is just simply no real use for coins with no proper coin dump in the game at the moment once you have maxed out. (which isn't really hard to do and just takes a bit of grinding assuming you have a somewhat optimal decent strat and I might suggest you don't need to do the most meta thing and just do what you find fun since there is no real endgame by farming more coins than you ever need to)
